Nope, it means the item you just picked up synergyzes with something you have.
I used the shock rifle a bit and it seemed to be doing good damage, but other than that, I noticed nothing different. I use that weapon so rarely, though, that I wouldn't be able to tell if that damage was actually better than normal or not.
A Shockrifle shot does look like the zap effect of Shockround bullets.
No I had nearly no passives. Only Cog of Battle, Table Tech Rocket and Robot's default electrified bullets. For some reason RNG really loves just giving active items to Robot in his passive/active chests.
Ok, I suspected as much, but what was the benefit of said synergy?
