why do sometimes i start a new floor with only 2 blanks but sometimes i start with 3?

if you have less than 2, you will fill up to 2 when going down an elevator. If you have more than 2, they are kept.

One item increases the amount you fill up to by 3 (white guon stone)

It depends. By default you get 2/floor, but you can raise that by carrying more than two down in the elevator or having items that give more by default.

The various Ammolets and the white Guon Stone are among the items that increase your blanks per floor (each increases the limit by 1 on its own).
