The Gorgun has to be the easiest for me in C2, with Ammoconda being the hardest because of his multiple objectives and sometimes hard to predict bullets.
Cannonbalrog is quite hard, but probably the easiest for me in C3 on a good day, with Mine Flayer being the hardest unless I have a very good gun.
I haven't gotten to C4 very often, but from what I can remember, Kill Pillars have probably been theh hardest for me, and Wallmonger the easiest (I beat it first try). Ihad no ida what to do with Kill Pillars and I died very easy. I already had somewhat of an idea to do with Wallmonger, and though it was a bit tricky, I did beat him first try which was neat. I don't think I got hit either. I don't remember if I faced the High Priest, I may have though and just not remember.
Floor 2. Ammoconda by miles, no way to predict what she'll do next and focusing on her satellite thingies to deny her healing makes you unaware of bullets.
Floor 3. Mine Flayer by far, kinda got the hang of it now, but his swirly and bouncy bullet phases are still no cakewalk.
Floor 4. High Priest. Random bullets popping up out of nowhere behind you on top of everything else that's going on...
Easy: All else, obviously.
Bullet King the easiest. Predictable patterns that are very easy to dodge if you're able to keep your distance.
Gatling Gull the hardest, if there's nothing to hide behind; otherwise it's one massive cheese-fest.
Floor 2:
Gorgun the easiest. Just lure her into the top wall and shoot away.
Ammoconda the hardest. Seriously, ♥♥♥♥ the Ammoconda.
Floor 3:
Cannonballrog the easiest. His first 1-2 attacks are kinda tricky, but otherwise fairly predictable.
Mine Flayer the hardest, mainly because of his small room size.
Floor 4:
Kill Pillars the easiest. Focusing one pillar at a time instantly decreases their lethality. Wallmonger if I've got flight/fire immunity.
High Priest the hardest, but that may just be my lack of experience against him (only fought him once).
Chamber 1:
Easiest: Trigger Twins - They both have low health and if you have a passive item or a weapon that penetrate then even better , their attacks are also easy to dodge (as long as you don’t stay in the middle)
Hardest: Gatling Gull - He maybe slow but sometimes you’ll just end up getting hit by him randomly because of his minigun spray
If the map doesn’t have any walls to hide behind
Chamber 2:
Easiest: Beholster - His weapons rarely or never predict your movements so as long as you keep moving, he can’t hit you. While also the lasers are easy to dodge, mostly the real problem people been having is the double rockets and the minion spawn, trying to avoid them will just make dodging his attacks harder
Hardest: Ammoconda - Unpredictable, Random and a hella mess of bullets spamming towards you, also it’s very fast and will deal contact damage towards you, you can’t outrun it unless you have a movement speed boost
Chamber 3
Easiest: Treadnaught - He moves in a square patterns so you can use this method to outrun him and keep a distance when you need it, staying close to him is a bad idea since some of his attacks burst into smaller bullets on mid-air, the bullet kins that spawn has normal low health (unlike Beholster’s) so they can be taken out easily
Hardest: Mine Flayer - Ah yes, this tentacle boi...some of his attacks cannot not be dodged unless you have a “Dodge Roll Up” or have to use a blank, the false bells attack are also really annoying
Chamber 4:
Easiest: Warmonger - His attacks are easy to dodge but the problem here is then he spew out liquid flames, though for me I still find it easy to dodge through
Hardest: High Priest - Even when you know you know his patterns correctly you’ll still end up getting hit by an random bullet
E: Trigger Twins
H: Gatling Gull
Chamber 2
E: Gorgun
H: Ammoconda
Chamber 3
E: Treadnaught
H: Mine Flayer
Chamber 4
E: Kill Pillars (seriously, with a little bit of experience they are a complete joke, easier than chamber 3 bosses)
H: High Priest
The reason why I find these boss to be easiest or hardest are already noted in some comments above.
C2 Easiest: hast to be gorgun. If I land her most always ends in a flawless, her attacks are very easy to dodge, and you can always push on her attacks.
Hardest: ammoconda randomly flying bullets, heals, has minions to shoot extra projectiles, very random.
C3 Easiest has to be the ballrog, attacks can be maped out and with practice and timing easiest to get a flawless.
Hardest: Mine flayer, F this dude. Seriously.
C4 Easiest: Wallmonger, it has the most predictable patterns, and if you land yourself in there with bullet bouncing capabillities with dodge roll or immunity to fire you will almost certinly get a master round.
Hardest: High Preist, every time you think you have him mapped out he does some unbeilveable ♥♥♥♥ and kills you.
