and honestly, i know that some people feel different about this, but i'd much rather have a bunch of guns so i can try to use the guns i would like to use instead of having to worry about ammo, which is why i never really bothered to test.
you shouln't forget. On a single floor, how many guns you can normally find? 2-3, maybe 4-5 if you add shops. But gliched boss gives you 8 thingies. Remember that game gives you guns from a boss fight if you didn't get a gun before, but it still CAN give a gun otherwise. So you will get 3-5 guns from Beholsters, and you will ALSO get some items, that may be quite useful. +1 bullets (or other bullets booster), guon stones, wax wings, Lament Configutum,...
having the chance to gain actives goes also up and, unless i play the pilot, i can only leave with one active item, wasting value. yes, i can get something like singularity, but emphasis lies on ''can''.
not all passive items are strictly benefitial, especially combined (for example, cog of war and oiled cylinder). ammo is what wins you the game, not passives. sure, they may make every gun you come across better (with varying results), but more in a change in playstyle way. most passives that give you straight upgrades are either minor ones like reload speed or shot speed, or are alot more impactful, but alot rarer aswell. aside from those you have passives that give, but also take, like heavy bullets (more dmg for less shot speed) or fat bullets (more dmg, less ammo), which give the player mostly a different game rather than straight upgrades. even the S Tier passive that gives everything a penetration effect can ruin explosive based weapons like the rpg or mahoguny.
not to mention that the game can give fake duplicates. look at the screenshot i linked and you'll see two frost giants. that is because the game doesn't actually take away items from item pools if they aren't in your possession. for example, if you found a compass in the first floor from a brown chest and open a brown chest again on the fourth floor, you still can get that compass. having multiple items doesn't increase your odds in finding good ones either, meaning that i am not guaranteed to get something good from the two beholsters if i would've dropped a gun.
also, you can't actually have duplicates either. instead of getting two frost giants i only got one.

i know that the risk isn't very high and i'm mostly safe to bet on getting a good passive anyway, since the two beholsters replace a floor so the ammo used to kill them is kinda the same ammount that could've been used on a whole floor, but i don't really care. a reward is a reward and guns are just my personal preference for rewards. sure i may miss out on a unique run, but i wouldn't be playing enter the gungeon if i were to constantly hope for a unique run. might aswell save the time and use Mod the Gungeon to get everything i want.
as for discussion of "passive aren't that useful", my guess is that it is more of randomness. New gun almost never can hurt you (exception being Cursed weapon), however you can't actively use more than 2-3 weapons at once, so each new gun adds less. Items have effect that always works so they basically multiply your total power by a set percentage (even if no synergy was achieved), however, as correctly pointed out, certain passive items contradict some kinds of weapons or other items, and active items capacity is limited.
Debate of what is better would be as hot as debate on what character is stronger; I won't start that and just say its everyone's personal choice to get whatever he wants to go with.
yeah because needing one specific gun to beat it is such a good demonstration of skill over RNG /sarcasm

But even aside those two boss slayers there a lot of other sufficiently strong weapons, as well as powerful defencive options.
If you are capable of reliably get Master Round from a single Beholster, you will be able to beat twin Beholster as well. This is especially true if you are have wide point of view and can see where to dodge so you won't get hit right afterwards. But even if you are not too skilled, you may still prevail with blank build or other highly-defencive strat, along with reserve of HP and armor
if you keep failing even then, well... for people like you Dodge Roll gonna make this game easier in AG&D update :)
