Single-shot damage is pretty good for a D-tier. Reloading every shot dramatically hurts its overall DPS though. It's prolly one of the better D guns, but compared to all guns in the game it is incredibly lackluster.

It's great as a room starter. Go in, scan for an annoying enemy, pop it with a flare, switch and focus down the rest. In that case it's almost equal to rocket/grenade launcher etc.
Dueling laser op though, love that as a room starter.

I thought this was the Team Fortress 2 forums at first and I was super confused when I saw ‘lights oil puddles’.

Yeah, in the new update they made it so robots drop oil puddles. You didn't know?
