Daruma or jetpack?

Depends on whether you have a gluon stone or not. I had the pink gluon stone, which kept blocking the bullets I was trying to dodge during the dragun fight, causing me to get damaged because daruma wouldn't activate.

Yeah, there are a couple items that conflict with Daruma. In most cases I would say dropping the passives and sticking with Daruma would still be better. Except maybe for Recourseful Bag. Recourceful bag I feel is the only thing that is worth keeping over Daruma and I imagine it would make it stop working.
