Why does the chaff grenade only have three uses?

I legit regret wasting credits and adding this item to the item pool, because now I have to worry about getting this pile of turds in a chest.

I can throw C4 forever as long as I deal enough damage, but oh no, not the stun grenade! Only three uses max for that, and it needs to be charged by dealing damage anyway. AND it doesnt work on bosses.

Primary use imo is for stealing crap from shops. 3 Charges on a crappy active is more than enough to swipe way more than it's worth. Using them to stun rooms is kinda silly.
