How exactly do the lobby shops work?

So, I've looked all over the wiki for answers but I can't find any. I've bought multiple items from the blacksmith and I've never gotten any of them. Does buying these items make them available in chests?

It's buy to unlock the item to find it on future runs if stars align.
Thought Cadence/Ox says this when you first buy/talk to them?

I'm playing the French translation of the game and everything so far is pretty unclear. I'll change the language to English.

Buying items in the department in the Breach is what makes items available. If you buy an item from any of the store guys during your run you should get that item immediately. Maybe you're picking the items up and just not realizing it?
