Play pilot, don't spend money, and get lucky

Part of it is just luck, not every run is gonna have a chance at it.

Using the Pilot and having him lucky lockpick both locks to the Oubliette can really help too—that's a whole other floor to farm money and keys on.

only way to semi consistently do it is to pick pilot. always go oubliette (its ok if you have to buy a key on floor 1, its not a 100% reset).

spend no keys/money at all. money is (usually) not an issue you should have plenty, keys however are pure luck.
sometimes they just wont drop and maybe your money is too low to buy any (if you get hit in a room you get less money because the devs hate you).

A not-so RNG way of potentially dealing with the money situation is to get some curse. The more curse you have, the more money you will accumulate.

One very useful tip for having enough cash is getting loot bag and then not getting hit at all. Even if you get hit with loot bag, you can pick up your shells before they despawn.
