Yes it can. However, you cannot steal it with the grappling hook, for it is in a glass case. Make sure you only steal one item though, if you steal more than one you will be caught and will be unable to use the shop for the rest of the playthrough.

there is 50% chance to not be caught stealing for second time from main shopkeeper. Also, each other shopkeeper has separate track of whether you were stealing from them

either way, stealing Prime Primer is good thing to do. Those coins can be used for something more useful, like keys or item you use to steal with

Ok... new to this game... How do you steal? Can it only be done with the thief character, or can other characters do it as well?

If you use anything that makes you invisible you can steal one item before it wears off.

You can only do it with a handful of items, most of them you have to unlock through achievements or buying them in the Breach. Off the top of my head, the Box, the Decoy, and the Grappling Hook can let you snag items.

The wiki has all the info, but off the top of my head both decoy types work, as well as the stun grenades. All stealth items work. Payday items can be stolen just by angering the shopkeeper and picking them up.

decoys, grappling hook, the horn that charms things(charm the shopkeeper) cardbord box. stuff like that.

Totally forgot about that horn. I could have been playing that shopkeeper all game 2 runs ago.
