can you only steal them or is there another way?

You have to steal these Items, that's the only way to unlock and get them for the first time.
Unless you cheat...

Steal them, thats the only way "Cheating is not considered a way cuz its not in the game design"
After you steal one of them they'll all get normal prices in all future runs
or if i am wrong you might need to steal all of them "They're the payday 2 promo items"

Yeah, i tried it once.

But i actually unlocked it by stealing it with the Grappling Hook.

As a reference to Payday, you can "steal" it either the quiet way or the loud way. If you don't have any items that allow you to use the standard method of stealing, just do something to piss off the shopkeeper (like firing your gun too much), then grab the item and run. Or run and then come back to grab the item once he's gone. I believe these are the only items that can be stolen the loud way, though.

You can get them one of three ways:

Steal the item.
Fight the shopkeeper and get him to close the shop.
Lure the Lord of the Jammed (10 curse) into the shop.

Drill's probably the best of the three.
