wait what's up with (spoilers)
rat dungeon? I was exploring it and then got to elevator to fourth level, all doors locked then and I had no choice. Is finding the rat just luck?

Some other shmuck here,

The "infuriating note" items give hints about which ways you need to go in the maze. Once you collect all 6 you can navigate it successfully.

It's the not-so-secret area where you can go and fight the Resourceful Rat (you know, the jerk that steals things and leaves notes to taunt you about it). I havent gone and done it myself yet (still a bit to do before it becomes available at all) but I hear it's a very difficult floor. I have seen the fight with him though.

Who's the Resourceful Rat? Is that a new enemy added in the update?

Whenever you leave an item on the floor.... like an active item (usually because you're already holding one), a gun, ammo box, armor, and leave the room the item is in, the Resourceful Rat appears in that room, steals it, and leaves a note in it's place, taunting you. You can actually catch him in the act, but firing at him doesnt help. He'll just wait for you to go away again. He doesnt steal hearts and keys though, for.... some reason. So if you dont actually need ammo, but an ammo drop appears, you cant just save it for later because he's just gonna take it himself. That sort of thing.

Basically he exists to annoy the heck outta you, and he's been in the game since release. So a big feature of the update is the chance to get revenge on him, provided he doesnt smear you all over the floor when you fight him, that is...

You realize I've just been messing around right?

No way for me to know that. This is Steam, people ask EVERYTHING. You'd be surprised how many genuinely dont know stuff like that in this game or others (and wont just look it up). I type super-fast so I usually just answer in case it helps, because why the heck not, hardly takes any time. Not like I have anything better to do anyway.

That's fair enough. People have been asking about the Rat since the update launched, although I can't fault them for their enthusiasm.

but do you mean that I need to have them in inventory to know where to go, or the description of them is a "hint"?

just the discrition of them in the ammonomicon unlocked after you pick it wach one up once, not needed by a long shot but helps alot
