Prioritize the knifes over the Dragun at all times.

Try and save blanks for the fight because they can really come in handy when dealing with things like its RPG attack or the second phase if your dodge roll game isnt good.

walk around the bullets instead of dodge rolling if possible

Basically, like in every bullet hell where bullets are shot in patterns, try to memorize each pattern and how to deal with it. It's not about blind dodge, it's about seeing the pattern and understanding it.
Also, as it was mentioned before - kill knives as fast as possible, save some blanks to deal with patterns that are too hard for you (for example, when bullets come from both sides, though there is some kind of savespot in the bottom corners). Try to use dodge roll when you're sure you're not gonna end up on a bullet.
Decent build also helps A LOT. I mean, you can find Crown of Guns and Remote Bullets and basically disintegrate Dragun. But it's totally possible to kill it with an average build, it just takes more time and the chance of mistake grows with time.

When Dragun throw knives its possible to catch a moment and use blank, in this case only 1 knife will remain. That's may be the only "trick" . Other than that stay at bottom of screen and quickly get to top and dodge, when he does conus attacks like 2 pistol shots or breath

If you manage to get there with a Fightsabre with full ammo, you basically win automatically because Fightsabre's bullet-deflecting reload is awesome.

The bouncing bullets are easiest to dodge near walls. When it sends rows of bullets from either side you can run to the back of the room so you only have to worry about bullets closest to you. The skulls should be dealt with as soon as possible. If he throws the knives, focus them down quickly. When he brings both of his uzis to his sides and fires crossways, you can generally dodgeroll up and left / right to avoid them. Same with his side to side dragon breath. When rears back to enter the state where it breathes bullets at your location, try to get to one side and run to the other before rolling back to where you started. Throughout the fight, and especially in its second phase, you can benefit greatly from holding down CTRL (Or whatever key your gun menu is set to) to slow down time and determine the best location to dodge or run to.

The last tip is don't forget to break the skull to get the casing from it after the fight.

use lots of blanks, dodge as much as you can, use active items like lead skin, reloadstone, or stuffed star. for guns, anything with high power like the railgun, BSG, photon backpack, or similar. use anything for passive i guess. im not that experienced but yeah idk. also look out for their knife throw attack.

be Very lucky with what items you get.

Unlike Binding of Isaac, the first two floors more or less determine your chances of reaching/defeating the Dragun. I get the impression there are very few actual synergies, and picking up health upgrades is usually very hard.
