The biggest problem with just implementing this would be making each player's character unique (as we only have 1 cultist), and mabye a few synergy issues relating to the number of players.
The best outcome would be a party mode where players can select from any of the unlocked characters, but you can't perform character specific achievements. (or have party specific achievements instead) You could even have special party mode unlockables, such as items that synergise with other players! (and as such won't appear in the single player Gungeon)
eg.
A Beam gun that merges with other player's beams, like Magicka
A Lightning gun that shoots towards other players, creating an electrified grid
A few items that duplicate another chosen item, each one working slightly differently to keep players paying atttention. Mabye prevent a player from picking up both of the duplicated items.
