Pretty sure its because of balance. The game would be far too easy with four players

That could be compensated with increase in enemy health or amount of enemies.

ofc, standard scaling that most games of these type have. surprised honestly its not 4player.

well it already has that for 2 players, but still the game wouldnt work bacuse fo the few weapons you get and increasing wep drops is insane

Having 4 players with the currecnt drop rates etc would almost make it harder. There aren't enough drops to go around, if someone dies they replace a future drop and there are 4 people taking damage to soak up health drops.

The biggest problem with just implementing this would be making each player's character unique (as we only have 1 cultist), and mabye a few synergy issues relating to the number of players.

The best outcome would be a party mode where players can select from any of the unlocked characters, but you can't perform character specific achievements. (or have party specific achievements instead) You could even have special party mode unlockables, such as items that synergise with other players! (and as such won't appear in the single player Gungeon)

eg.
A Beam gun that merges with other player's beams, like Magicka
A Lightning gun that shoots towards other players, creating an electrified grid
A few items that duplicate another chosen item, each one working slightly differently to keep players paying atttention. Mabye prevent a player from picking up both of the duplicated items.

+1 4 player would be awesome like in the similar game Monsters and Monocles or the Nuclear Throne 4 player mod.
