there's no faster way.
Kill a past, find 5 red caped Bullet kin and don't kill them and thats it.

I was once told that killing more pasts (like for each character) increases the chances of a caped bullet spawning. No idea if this is true.

I was also told that caped bullets are more common on later floors.

So basically play through the game repeatedly with various characters and don't kill the capes.

If it's any consolation on how easy it is to unlock him, I killed somewhere between 7 and 9 capes before finally not killing 5. Not even intentionally (damned Corsair, Angry Bullets, Bees, grenade launchers.. ugh)

Both of those are true (more pasts + later floors), the developers made a comment on it a while ago

I have killed the past with every character (including the robot) and still i have only found 1 cape bullet like 50 runs ago which i killed by accidenct. do you have any idea if i taking the elevator to a further chamber makes the cape bullets not spawn ?

I saw them on a single elevator run, but many times on actual runs. He seems to appear in the oubliette a lot, or did for me anyway.
