He's who you sell items and guns to, just drop them into his grate. Hold F for dropping guns, and hold G for dropping active items, you can go in your inventory to drop passive stuff too.

To drop an inventory item just open the map, click on the item and a drop button on the top left should appear. if the button is disabled, you cant drop that item. there are some items that can be dropped but cant be sold, such as master rounds.
