How do you play Cultist?

I can't find the option for him anywhere. Is he in co-op or something? Will there be online co-op? Is there a local co-op?

He is a character that can be accessed only with coop. One of the players must use the Cultist in coop mode. The devs do not intend on making online coop, for they prefer to rather work on content because online coop would be hard to do. You can access local coop with a controller. One player plays with the keyboard, the other with a controller, or if you have 2 controllers, ect.

So do I have to just play with a controller, and I can just leave the other char afk?

I think leaving an character on for 2P Mode is ♥♥♥♥♥♥♥♥. The game doesn't even have online servers, why keeping him locked for normal plays?

I think it's because he's too oriented for co-op, like his Friendship cookie.

because he has items that only work with 2 players

Yes but he has an item to revive and they revive after any boss, but he has an item that buffs him when the other player is dead but also a bad gun

Fun fact about the cultist! His starter pistol is better in every way compared the Hunter's starter pistol besides knockback, making him realistically one of the better characters.
