Cells/cell keys not appearing?

I have cleared the entire 2nd floor more than 20 times since the supply drop update, but I have only found the cell once. Is it just a rare chance of spawning, or is there something wrong with my game? I had unlocked all the NPCs, but I don't have the new supply drop ones, so the cell should appear, right? It stopped appearing after I rescued the ledge goblin one to many times, and I haven't seen it since.

Try the 3rd floor and the Oubliette. The Oubliette is probably where I unlocked the Challenge Mode NPC.

But they still don't have a guaranteed chance of spawning? I have cleared the Oubliette a few times and the third floor many, and still have not seen a single cell/cell key on either of those floors.

Also there isn't very much information on the wiki about the cell.

No, I have not. Though there is nothing to indicate that that is a requirement.

some characters cannot be rescued until you have killed High Dragun.

The sorceress and the dice guy don't start showing until you've beat Dragun for the first time. They set up shop in and unlock that boarded up door to the right of the main Gungeon entrance.
