On the one hand it's just bad combo, but yeah, seems like it's a punishment rather than a reward.
Or you could dump an item or weapon that's causing problems. Sometimes you have to say no.
Which in turn gets you hit by a bullet, since you already used the roll to get rid of the fire.
Basically imagine wallmonger fight for example, except that there's fire on the whole floor, so you have to be rolling all the time instead of strafing to avoid the bullets.

As for the Wingman + Hot Lead, some other items have had the same issue and I have in general spotted quite a few more bugs after Supply Drop update hit. (Like the infamous slowdown effect)
Hopefully they will get fixed / adjusted soon.
The problem with the fire is that it forces you to use the dodge roll.
Let's imagine you are in a corner too, where you can probably dodgeroll your way out of it usually (depending on room layout obviously).
With some shotgun kin coming at you and a random fire suddenly popping up out of nowhere igniting you, it forces you to dodge roll in a rather short time span. Since you can't take your time to time the dodge roll anymore to dodge bullets, this can easily get you hit.
I could imagine this particular bug in the thread being particularly bothersome in rooms with tiny corridors.
One could of course argue that you won't get hit by this all the time, maybe not even often. Fair enough, but all the damage taken could end up mattering (depending on the person playing) and if I for example would be playing the Double D20 challenge while having random fires from my wingman to worry about, I would lose control of the situation fast.
Of course, then there's something like ghost bullets + grenade launcher working together in such a way that makes the grenade launcher entirely useless, so maybe wingman + hot lead is intentional. It simply sounds like it shouldn't work like that, though.
That's just my viewpoint, though.
