No red caped bullet kins

I have killed my first past fairly early, and knew from the beginning what I need to look for to unlock the bullet. This has been far more than 20 hours of playtime ago, I killed every past of the other characters, and barely have anything else to do except unlock the 4th and 5th floor shortcuts and to buy all the items.
Is there some kind of bug that prevents the red caped bullet kins from spawning? I have seen ONE SINGLE of them, and that was in the very first run after I killed the first past. I always checked every single bullet enemy closely before killing them, but not a single one has ever spawned again.

Or is there any kind of cheat or save edit to unlock him? Because I'm getting REALLY tired of this, when I read that other people easily unlocked the bullet in 1 or 2 hours.

Then I tried REALLY hard by not using ANY piercing, AOE, multi-bullet, auto-targeting, auto-shooting, or bouncing weapons/passives and paying VERY close attention to every single bullet kin that I saw
Turns out they were there allllll along

Still a bad secret char unlock mechanic though

Not too sure to be honest, but i think some unlocks in the game hold up other ones. For me, i hardly ever saw the bullet until i had unlocked about 80-90% of stuff. Then he appeared every 2-3 runs.

I had the same with some of the NPC's. Two of them never appeared until very late in the game after i had unlocked a bunch of other stuff. Then they just started appearing all the time. Sorry, i can't be more specific but i think if you focus on some of the other unlocks, it will just trigger it eventually.

They definitely aren't there in my save. I always clear the first 2 chambers using only the starter weapon, and as far as I read they tend to spawn there more often than in the later ones.

All i can say is that it is mainly luck, the wiki says they are rare, but that obviously differs for everyone, the only otehr thing teh wiki says is that they are more likely to appear on later floors, so perhaps it might be worth just using a shortcut to the lastest floor you have unlocked and just farming them over and over?

50% chance for a full run is just not true. I mean, yeah, I HAVE seen videos of people getting 3 or 4 of them in just two floors, but I can't do more than wait for every single bullet kin to attack before I kill it, and I do that for ♥♥♥♥♥♥♥ 20 hours of playtime now, if not more. And it's not really "fun" to run through floors over and over, only to unlock a character with which I WANT to do exactly that.
And I'm serious here. I clear EVERY SINGLE ROOM as carefully as you possibly can so I don't kill them, even 95% of the rooms on 4th and 5th chamber.

I have also unlocked the Robot and did his past.
And what are you saying with that? I shouldn't get the last character until I have everything else unlocked anways? I call ♥♥♥♥♥♥♥♥. I want to do stuff with him too, what use do I have when I get him but have nothing else to do then?

And all I'm saying is that it's ♥♥♥♥♥♥♥ boring and frustrating to keep doing that endlessly when you know there's another character that plays really different and would bring some diversity in.

He doesnt even play that differently, hes like a worse marine

Good joke. Bullet it easily the best character if you're at least semi-competent

I heard these bullet-kin spawn more often if you unlock more stuff in-game. They also spawn more often in later floors.
If it helps, just play the game casually and forget the Bullet, and unlock him "by accident".
Do be careful not to use AoE guns though.
