I've never actually gotten the dpad to drop. I'm assuming moving your stick in those ways will do it
I don't know how to use it with a controller but the way you described it won't work for reasons above.
But yeah, just by itself, stealing with the hook and then getting the chest is often the better choice, I guess.
It's just a bit too gimmicky to use imo. The only time I've gotten it I just used it to steal few times, then expended ammo to spawn a chest .. Which incidentally glitched out and I did not get a chest .. heard the noise, but nothing appeared.
Btw on topic of Remote bullets, I got the Crown of Guns the other day with Remote Bullets .. Crown of Guns is hot trash on it's own but my god the damage with Remote Bullets was absurd. Also had Stout Bullets with that run too I believe which just made it even greater.
As I said, the D-Pad by its own is pretty meh. I usually spend the ammo on room clears, throwing fireballs, saving a shot (or 5 ;) hehe) for a hook.
I just love how mediocre weapons can turn out to be tasty awesomesauce once you have the right passives.
