On topic though: No, he's fine. It's usually common to find that people have one boss on each floor they're not good with. For me it was the Trigger Twins, it was hard for me to handle bullets from two directions at once, but for others it was the Throne and for you, it's the Gull.
The fact that when he switches direction his gun continues to fire he can basically prevent you from dodging his bullet without the use of a blank.
I have yet to fight a boss who can successfully ♥♥♥♥ me over as consistently as him.
Even mine flayer retains a dodgeable pattern, Gull is just too randomized due to his ability to turn while firing.
The perfect balance for this of course would be to lock his position while he's firing which would allow players to utilize movement to get around him and disrupt his spray pattern.
This game is hard but there is always a defined path which you can use to dodge bullet patterns, Gull does not have this.
His boss fight is reliant upon the RNG that there are solid walls in the room to hide behind while his random spray is occuring because since he advances upon you while firing at it you are forced to rotate which in turn further randomizes his firing pattern and can often lead to a snap shot that is undodgeable and will always hit you after he rotates to follow you.
If you don't have a wall to dodge this spray pattern you're left with hoping you can out-dps his fight which is just plain ♥♥♥♥♥♥ mechanics.
However, I still think he is very suitable for chamber 1. This boss is all about misdirecting and keeping your distance.
