Cog of Battle, glitch?
In description it says Active Reload, but my guns don't reload by themselves.

When reloading, pressing the fire or reload buttons when the indicator passes a certain mark on the reload bar will instantly reload the weapon as well as a 75% damage and accuracy buff for your next clip.

Next time read the wiki to understand what an item does. "Active Reload" does not have to mean a reload that activates on it's own .. In fact, I'm not sure how you came to that conclusion.

I thought the same when I got the item for the first time

This comes with the interesting caveat that, if it's an infinite-ammo weapon that reloads, reloading will give you a permanent 75% buff on it if you don't hit reload again.

Also, it makes the Klobbe a god-tier weapon. (No spread, 10x damage). Not kidding.
