Yes it's open world. You get a ship and can upgrade, explore. Enemies can also board your ship. That's far as i know.

You can sail island to island and get treasure though. Treasure maps are back and so is hunting.
Later it will appear, you can build the Cormac's fleet and send ships on different trading missions,
North Atlantic - ocean environment perfect for sailing, whaling, pirating, big ship battles and Arctic exploration.
River Valley - warm climate, river and forest environment, rock climbing, tree climbing, cave exploration, often you can move from island to island even without the ship, you just have to find your way through the woods.
New York - city environment, buildings, roof climbing.

Yeah I just got to that part last night :) It's pretty cool
Its Black Flag+ there are a lot of small improvements over Flag, the map is a bit smaller but no less fun (also there are 3 areas to explore North Atlantic, River Valley and New York) all fairly big and expansive. I also love the North Atlantic setting, who gets tired of shooting icebergs and watching them explode.
This part is incredibly satisfying to me as well. I also love how the swivel gun can be rapid-fired now and not just when the indication for it comes up.
But he did notice one thing and that was " When did they add being boarded that rocks " so yea its pretty much ACBF + and im not sure if ill bother playing it much more now the campaign is over as i get sick of all the same old exploreing that i feel like i just did a ton of if ACBF only spent alittle time doing small things between campaign missions so from start to finish id say 10-15 hours of story.
This still doesn't stop the game from being absolutely amazing.
The main protagonists are completely different. Kenway lived by his own creed and basically did what he wanted for the majority of the game. I didn't get the "you're an assassin" feel other than the fact that pirates were about living for freedom and all that. With Cormac, he lives by the creed of the assassins at first but also has his own personal set of morals.
All of the gameplay aspects are also a little improved over Black Flag. For example, the naval combat is really a lot better. The swivel guns can now be rapid fired and aimed without the "weak point" indicators being up, which gives you an amazing advantage when your broadside cannons and mortars are being reloaded.
Over all, I believe that this game DEFINITELY adds on to the Black Flag experience. I liked Black Flag at first because of the stuff it added to the franchise and because of the "yer a PIRATE!" thing, but I honestly feel that if I were to go back and play BF after picking up Rogue that I wouldn't care much for Black Flag.
