I think it's Ubisoft's way to reserve some DLC content as Deluxe-edition only stuff that you can't purchase separately.

Please note: Completion of the Siege of Fort de Sable is required in order to generate and unlock the chest that contains all items in the Explorer Pack and Master Templar pack
There's a difference between where you unlock the items in game and owning the dlc to even unlock the items.
Just been trying to work out where the Commander / officer / Master templar outfits, weapons and ship parts. I shall have to wait until I get to fighting forts then it seems.
I didn't think PC gamers could be fooled so easily now.
