New York requires story progression to access.
River Valley is pretty much accessible, but story progression is required.

You get the Morrigan right way. You have to recapture it later in the game.

The open world is not fully accessible at the start, unlike certain other open world games.
The North Atlantic makes it very difficult to swim since the cold water can kill you.
River Valley northern part of the map has a cold section, while elsewhere its warmer and safer to swim in.
New York is pretty much all on land.
The forts do not attack while Shay is an Assassin. Once he has gone to New York and defected to the Templars, then they'll attack unless taken down.
Also, Rogue was released for PS4. Same restrictions as the original release.
