How do I open the Naval Campaign map?

I can't believe I cannot find the naval campaign area of the game. It opened once automatically to introduce me to it but it never told me how to manually re-open it. I've hit every key on the keyboard and looked at every option/map screen but I don't find any link to open the Naval Campaign. I'm sure it's obvious - but I'm totally stymied.

You can open it from the table with the map on it in your ship, HQ or any gang headquarters you take over

You do have to be past a certain sequence to have access to it (finished sequence 3 I think?)
