The download size is much smaller than other AC games including older ones like black flag

shockingly its <10gb

does this mean the game is much smaller?
is it a proper AC game?

The Story is shorter but better than Black Flag. The world is broken up into 3 maps that individually are smaller than the one in Black Flag but together have about as much content. The world itself isn't nearly as pretty as the world in Black Flag due to the setting being less exotic. The North Atlantic map has a lot of snow and ice which take a lot less resources to do well than tropical islands. Also the overall graphics are not quite as good as in Black Flag... Not that they aren't good just not quite the same quality. Overall it is a very good game however.
