Will owners of AC Rogue get FREE remastered ?

Bethesda's SKYRIM Special Edition was FREE for all owners of Skyrim Legendary edition.

will AC Rogue owners get free AC Rogue Remastered ? or buy again and again and again and again

Doubt it. If their willing to charge players for the same game with a new coat of paint on consoles, I wouldn't be surprised if they were willing to do the same here on PC (assuming this remaster even comes to PC in any form.)

So far as I can tell, the 8th-gen remaster's only improvements over PC are on LODs and fog effects, with most other effects matching the PC max settings (except ambient occlusion). I would be incredibly surprised if we got a PC release of the remaster. But don't feel left out, they're still running it at 30fps!
The release is only to allow 8th-gen console owners to experience the bridge between the America saga and Unity (and yeah, money). But like, it's one of AC's best, so yeah, let them have it.

On consoles you can't just patch a game to give you a version for a new console, but here you CAN patch all the changes in.

A patch to add in the upgraded LODs would be really nice, actually. Plus the fog effects, though some might be bugged by that. That's why we have options menus!

Yeah, so? Even if that's the case, it doesn't mean their going to do it. At most they might just turn these graphical enhancements into a DLC pack of sorts for PC and make players pay for it. Like I said originally, if their gonna charge players on console, they'll do the same here.

Also, pretty sure you possibly could patch consoles with these new graphics if you know what you're doing. Though whether or not they could introduce a near overhaul of the graphics systems is another question. A skilled developer might be able too though, but I imagine the download would be pretty large.
