The release is only to allow 8th-gen console owners to experience the bridge between the America saga and Unity (and yeah, money). But like, it's one of AC's best, so yeah, let them have it.
Also, pretty sure you possibly could patch consoles with these new graphics if you know what you're doing. Though whether or not they could introduce a near overhaul of the graphics systems is another question. A skilled developer might be able too though, but I imagine the download would be pretty large.
