im having the exact same issue
I'm sorry to hear that you're being asked for a game key when launching Assassin's Creed: Rogue. I'd first recommend checking out this support article.
Additionally, if this doesn't help to resolve the issue, please can you try the following:
Navigate to the Ubisoft Game Launcher cache folder, by default located here:
C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\cache
Open the cache folder and move the "ownership" folder to a safe location. Once you have backed up that folder, delete the "cache" folder.
After deleting the cache folder, please verify the game files within Steam. If an issue is found, you will be given the option to Repair, click Repair. After repairing the issue, please verify the game again until no issues are found.
When this has been completed, try launching the game again.
If the issue persists, please don't hesitate to update this thread.

Not the same person, but I am experiencing the same issues. I just did everything in the support article, and now the things you have just suggested. Still don't have access to the DLC.
