You can try steps below.
Ensure Uplay links the right steam account.
Unistall any unofficial patch.
Verify integrity of game files. (right click on your game in library->properties->local files->verify integrity of game files)
I meet the same problem after installing an unofficial chinese language patch.
These work for me so I hope these work for you too.
Wish you have a good time in game.
1. I started Uplay and i deactivated the account link to my steam account under settings
2. I started Steam as administrator ( try offline mode first )
3. I started the game in my steam library
4. I had to log in to my uplay account ( but never click on ''remember me'' )
5. Uplay reminded me of the account linking to steam, what i did!!!
6. Uplay recognized rogue and the dlc and activated them automatically!
GLHF!!!
