I'm not sure about that, but Arguably, the game is made for Windows systems (I have no idea if it works on Linux/Mac), And these Media Feature Packs are 1) A requirement to actually play, but 2) part of windows normally, just the N versions have it cut out (i presume to save space), and it's easily installable on the N version if you need it, so I'm not too sure where this falls under but I don't see why it should be a major issue to just check if it's needed, Like you said Direct X / C++ etc don't come with windows as standard, but this does and it ommited for some reason on the N version, but is also easily installabe from their website.
The N edition is for Europe, where they forced Microsoft NOT bundle a Media Player (Windows Media Player) nor Internet Explorer because it's anti conpetitive.
By EULA, no one can redistribute this, because basically, it also installs Windows Media Player. That's why it does not came in ANY game at all nor software for that matter.

It's not the same as DirectX or Visual C++ which CAN be redistributed.
Oh, I didn't realize that no one could re-distribute it at all, that's a shame, although I'd assume considering they're making money off a game, and the game needs WMP to function (for what ever reason) they've spoken to microsoft about it, so I'm not sure why they wouldn't bundle it if that's the case.
If that's not the case they're basically making money off Microsofts ♥♥♥♥ without asking them. incoming lawsuit... lol (No idea if WMP is covered under the Fair usage act, could be though)
It has nothing to do with Windows Media Player.
It's a video codec part of a SDK made by Microsoft. (I don't remember the name. Something Media Foundation something...) And since it's all related to the Media Featues on Windows, it's missing on the N edtions.
They aren't making money from anyone's ass. They pay a royalties/license for it.
It's all legal.

It's weird, I downloaded this and my Windows 10 started to BSOD every time? Anyone know a fix for that? (I resetted my Windows btw, and everything's working again, but I don't know if I should download the media feature pack again because of the BSODs)
In your case, it could be that the installation went wrong and some file got corrupted.
I would say, download again just to be sure, and try installing again.

You'll need to install this one, the previous update (KB3010081) will install, but won't work. Annoyingly, once installed you can't remove.
Lifesaver. This fixed my Black Ops 3 not launching with the same errors. I do have Windows 10 N. Thanks!
