Glad I only tried Ground Zeroes instead of the Phantom Pain for $60 ....not a chance now that I know what a mess this is.
If you're playing on a controller, pressing up and down on the d-oad will scale the zoom in and out for you, with r3 (click right stick) for absolute values).
With thta in mind, perhaps there is a scaled zoom on the mouse. Can't say for sure because of one thing - it's a Metal Gear game and they, in my opinion and experience, should be played with a controller.
With a controller the game plays pretty well. Not as well as the controls for TPP which are slightly more refined, but still better with a joypad. All hours on my profile fo this game and TPP are with a controller and after 106 hours, 28% of TPP, I have deleted all saves and started again. Clearing all the missions to maximise the transfer of personel into my TPP game.
