CPU: AMD 4 or more cores, Intel i5 or better.
RAM: 8GB or more
GPU: AMD x750, Rx 270 or higher, Nivida GTX X60 or higher. "The x stand for a number series, after that is the ranking from low, med, and high end."
All else doesn't really matter, all this you can get for low as $450 - $750, depending where your from, then price may flex.
Stop beeing an ass and try to be more understanding. Not everyone knows instantly everything there is to know about PCs and they have to start somewhere.
To the real question, it is not the issue of wether you have DirectX software installed (in this case) but what HARDWARE you have.
This game requires a graphics card that can support DX11 and the game ran very well even on my old geforce 560. So the upgrade cost for this game is low, but sadly, most laptops can not be upgraded in such a way...
I would recommend a cheap rig with an AMD cpu, 8 gigs of ram and geforce 960 or 970 for it to support games for a long time. Don't choose the expensive OC GPUs that just have more fans, just get Palit and the price shoul be comparable to that of the console and the power or heat won't be worse at all.
