Report a translation problem
Use C4 to carpet the main gate (from the door they spawn at to the outer edges of the runway) for the second wave of enemies - the ones that run for the AA guns - if you time it right, letting the first ones get really far from the gate, you can kill the entire wave without firing a shot. Kill the rest with the silenced AM Rifle, if you're spending the one you start with before getting to that point in the mission, grab the spare with the blue light on the Admin building armory before starting the final fight.
The other, easier, way to do it is to get an A in the mission and then use the Sniper Rifle from the watch towers to kill the snatchers from a distance they can't detect you. They'll spawn and immediately focus on the helicopter, leaving you free to kill them. They may complain about a sniper in the area, but the helicopter will keep them at bay and prevent most of them from come looking for you.
If you wear out your silencer in the middle of the fight and find yourself in a pinch, remember that shots fired from a distance don't immediately trigger a Combat Alert. Therefore, you can still 'snipe' them with a standard rifle if you're patient and a good shot.
I haven't gotten it yet, but I'm lasting longer without getting caught.
Using the rocket launcher tactic, I get MOST of them, but somtimes some guy catches the edge of the blast and survives, then sees me later. Or one of the fast dudes that runs for the AA guns will see me aiming the rocket.
Will continue to try though, it's mostly my aim needing practice
I'm going to try Roni's sniper idea now. I got an A rank recently and have the sniper. We'll see how this pans out.
The watch tower closest to the main gate is only good for the first wave. After that wave is finished you should move farther back to the watch tower by the warehouses or to the top of the building closest to the AA gun by the bridge.
..Except sadly I took too long being cautious and setting everything up I still got a B despite not being caught...Soo.. I'll try again tomorrow.

Yeah, if you're using Reflex to save some detections from becoming Combat Alerts, you might have a hard time getting the S rank like he said. You'll either need to play without letting Reflex trigger or speed through the level so fast the Completion Time score makes up for the lost Reflex bonus. But I'm assuming you're already playing without Reflex.
Helps practice stealth and makes S ranks possible.

What can I possibly do to improve this?
I guess 16 minutes is too slow. That's the only way you can improve that score.
You neutralize the two in the refugee camp, the two by the warehouse, tranq the human by the main gate. Climb the nearby watchtower and wait for the jeep neutralize the guards when it briefly stops as it passes the main gate - you can take them out way before that if you're a decent marksman. Then move to the Admin building and get the other 3.
Remember to move the tranquilized guards away from the helipad, they may wake up and start roaming again before you finish the last 3.
