Everlight, he is next to the trader in north-western part of the city. He doesn't have dialog icon, you have to move close so he calls you and gives quest.

if you are talking about the guy with the love q he is the elfen smith

Yeah. That guy is merely the elven smith for advanced troops. We're trying to find the guy who let's us upgrade the buildings for the elves. The human equivalent is a literal refugee architect found in the prologue map. And the Orc Architect is found on the South Beach of Everlight locked in a cage. Now the only question is where is the Elven one.

elven architect is in old monastery, you will visit it when unlocking better elven troops after attack on mulandir
