Lost the ability to hire henchmen

For some reason it stopped i can no longer hire them. the option does not appear on any of my buildings.

There is a limit for the number of the henchmen you can hire that goes up with a higher title.

As a 'Reichsfürst' (highest rank), something around 15 henchman max.

I dont believe i have that many i got 8 and im the highest rank. I do have all the 6 military encampments is that the problem
