Report a translation problem
Different actions use different Attributes to determine the likelyhood of success/failure of those actions. For example Pickpocketing is influenced by your character's Dexterity and the target's Perception to determine if you get away with it or if you get caught. Strength influences how likely you are going to be to win in combat and also has an affect on your overall health.
We are aware that the tooltips for those are currently missing but they will be added in a future patch to give you more information about the impact of Attributes on your character.

Hey bud!
What kind of rouge do you want to make? (Which ever rouge you make I recommend you starting off with 3 all stats to avoid having any debuffs)
Pickpocket/Break in then I recommend you to focus them in Dexterity/Perception for the Stealth (Which decreases chances to get caught/People finding evidence while doing most illegal actions)
Mercenary/Guard/Duelist I recommend Strength/Dexterity/Perception with a focus on Dexterity and Strength (Perception if you want to use them to patrol)
Extortion expert I recommend dumping into Strength and focus on increasing your "Intimidation" stat! That will increase your success chance by a lot :D
PS: Get 3 all stats to avoid debuffs that might ruin your character, and then spec them into what you want!

This might be outdated version as this was answered a long time ago, and every patch there is major changes...
You need 3 stat you usually get a negative % on a lot of different actions.
