Its not coming back because the movelists are too different now and incompatible with the unique player ai in that mode (which were based off real people). Would have to be redone from scratch.
i suppose the cost value is worth it, and relies on the player base support for active multiplayer. But this game gained so much HYPE its featured on youtube channels across the web ,people expect more because this is a premium 3D fighting game with EVO tournament viable mechanics. Most current fighting games now have a single player adventure mode.
So not to nitpick but you used the word premium. This is not a premium 3D fighting, its £15 where I am. It's an OLD game with some balance adjustments and a new lick of paint, and that lick of paint is old now because its the re-release from ps4 what, two years ago?
This is a budget title. When VF6 comes out at £60+ I would expect substantial single player content as well.
It's hype because as you say, it has EVO tournament viable mechanics. VF has one of the most competitive fighting game engines ever created without all the nonsnese comeback mechanics in modern fighting games (and I love SF6 btw). People are excited that not only is it back in some form, but Sega are showing interest in regenerating the series. This is a legacy franchise and a lot of youtubers have either grown up with the series or are trying it for the first time because of its reputation.
Plus its a new game... new game... new content... new algorithm etc.
Anyway. Personally, I would have preferred a higher price point and more content. I would have liked Sega to put more effort into this and added a quest mode, or more substantial SP content so more new players would want to try it But what can you do?
Would more people play it if it was more expensive? We'll never know.
