am I tweaking or misunderstanding something!??!

Definitely confusing as it seems like the separate 30th anniversary dlc upgrade (without the main game) only shows the yakuza/legendary dlc packs but in the description shows extra items.

On the store page it shows 30th anniversary Includes:
- Virtua Fighter 5 R.E.V.O.
- 30th Anniversary Swimsuit Costume Set
- Virtua Fighter 30th Anniversary Soundtrack Collection
- Virtua Fighter Pre-Production Artwork
- Virtua Fighter Legendary Pack DLC
- Yakuza series Collaboration Pack DLC
- 30th Anniversary Ranking Titles
- 30th Anniversary Wallpaper Set

So it seems if you bought only main game plus legendary/yakuza dlc you would miss out on the rest in that list eg, swimsuit costumes, soundtrack, artwork etc

I feel like it's cheaper to buy the maingame then dlc if you only want one of them. I could be wrong here though as the bundle is kinda confusing

Currently no, it's more expensive. It's always cheaper buying a complete version. You can buy just the base version now, and wait several years to get better discount for the upgrade package.
