Apparently, the console versions can't handle rollback netcode and are thus incompatible for crossplay.

That's unfortunate.

I've been under the impression that the Japanese don't really do much PC gaming. Hopefully this will prove to be the exception.

Well, PC gaming used to be a thing in Japan until the early '90s, then it became pretty much relegated to erotic games only (as consoles and PC had different ratings boards, the latter's being less strict) which ran on your average office potato, but over the last five to ten years or so, hardcore PC gaming has been steadily growing in Japan, although it's still fairly niche.
It is played largely on Arcades in japan, not consoles.

I don't know about "largely" nowadays. Older entries, sure, but VF esports? I've no data, but mostly PlayStation wouldn't surprise me. The rise of properly online-capable consoles (and some PC gaming) has at long last sparked a decline in arcades in Japan as well, exacerbated by covid-19 lockdowns, with news of a major game center closing every few months since.

Steam is less comon in japan, but the Steam deck seem to be a thing out there (presence in many event and the number of port of console game on Steam past years).
