Original Dreamcast logo option?

Hi, I'm just wondering if there will be any way to get the orange Dreamcast logo in Europe since I hadn't noticed this disclaimer before:

NOTE: The logo on the Dreamcast Customization pre-order bonus item will be blue for users in the following regions: Andorra, Austria, Belgium, Czech Republic, Slovakia, Denmark, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Liechtenstein, Luxembourg, Monaco, Netherlands, Norway, Poland, Portugal, Spain, Sweden, Switzerland, United Kingdom.

I just hope it doesn't mean it's region-locked pre-order DLC, which would make it double the pain since it would be "doubly unavailable" after launch.

We got blue spiral in Australia, why didn't we get on this list
Or just let us choose in options

I don't get why it's not an option, especially when it seems it's the exact same game depot and DLC for everyone so logically both variants are in the game's files?

Edit: Just tested changing the game's language and Steam download region, neither changed the logo. So I guess it really depends on where you purchased the game. It's such a minor detail, but they still went the region-lock route instead of just adding an option for it...
