Since Windows 10 has been officially released. I would say Black Ops 3 would support Direct x 12.
BO3 uses DX11. This was stated in an interview at E3.
The question wasn't whether BO3 is compatible with Win10, but whether it uses DX12 or not. Win10 will run any version of DirectX - even DX7 - as it is backwardly compatible. But BO3 uses DX11 as that is the version that Xbone currently uses (it is due an upgrade to DX12, but that will be too late for BO3).
DX12 just like Mantle removes cpu bottlenecks and scales better
I don't think BO3 will be CPU heavy anyway.
BO3 was designed for current gen consoles. That means PS4 and Xbone, which both use DX11. This was all confirmed months ago by PCDev.
Also, DX12 is available only in Win10. What would Win7 and Win8 users do if BO3 used DX12? In fact, Win10 isn't even mentioned in the requirement specs. So, it is a pretty good clue as to whether DX12 is being used - it isn't!
You can even switch between Mantle and Direct-X on the fly in Battlefield 4.
We will have to wait for the beta before we can judge.
