Can I cancel my pre order after the beta
If i preorder this game and play the beta to decide if i like it can i cancel the prerder and get my money back?

Refunds on Pre-Purchased Titles
When you pre-purchase a title on Steam (and have paid for the title in advance), you can request a refund at any time prior to release of that title. The standard 14-day/two-hour refund period also applies, starting on the game’s release date.

you can go to gamestop an pre order it for $5 get the beta code an see if you like it or not

LOL you wont get the game for $5. That is just for the beta code. You need a game to go with it, and the minimum for that found anywhere in the world is $38 from a CD Key site.

So I can preorder now, play the beta and have the rebate option all the way up to release? And I think up to the 14 day two hour max even after release?

Actually the beta version usually have different AppID. Should be no problem.
