Make sure all your drivers are up-to-date (no idea how to with AMD)
Make sure it's installed correctly (validate your Steam game files)
I use Driver booster Pro. It's free and still does a pretty good job.
If not, Press start, then right-click Computer, and click Properties, and take note of which.
Then go to www.amd.com, and on the right, hover over drivers, and then click on the windows version you have, save the driver to your desktop.
Then run the file to update your drivers, reboot afterwards, and try the game again.
If it gives you the option to remove the old drivers first, do that.
I've got an NVidia card, so I can't tell you if the software does it automatically.
