As the title says, its not a proper fix, but in task manager change the Affinity of the game to Cores: 0, 1, 2, and 3. This will (or might) work ONLY if you have 6+ cores.

Any other fixes are welcome!

Damn you all have better rigs than me and I am able to run pretty much all high settings @ 1920x1080 144Hz refresh and I have an old Dell Studio XPS 7100 with an AMD Phenom II X6 1035T 2.59Ghz proc, 8 Gigs DDR3 Kingston Value memory, GTX 960 2 Gig version, ssd hard drive and its on a 24" 144Hz Monitor and I locked it in at 62 fps which got rid of mouse lag. It serriously runs smooth as hell and looks freakin beautifull. I am using the 358.91 Geforce drivers and only used this guide to tweak my settings http://steamcommunity.com/sharedfiles/filedetails/?id=549105008 . My only problem with the game is all of you can not play it the way ya should be able to and does not seem to have many playing that can so sometimes very low pop servers. I hope it all gets fixed so the game modes and servers pick up.

Let me know if this works, I didn't have issue with this, game was the same frames for me but it might be good for you, also try to run it on 4 cores instead of 8.

Well, i increased the pagefile size to like 100 gigs (lol) and set the affinity to only cores 0,1,2 and 3 instead of the total 16 that i have and it worked like an absolute charm! Tested for 5 minutes (as i didn't have much time) but ran at max everything smoothly without a single hiccup. Thanks Pollux, much appreciated mate :)

Things that worked for me :
1) Increase page file size
2) Set priority to low if it already hasn't been set as such, in the Task Manager
3) Select refresh rate at ~60 Hz
4) Select max frames to 58 or 59
5) Disable VSync
6) Disable SLI
7) If you run more than 4 cores (assuming) go to Task Manager and set Affinity to ONLY cores 0,1,2 and 3

I'll update as i go, as of now, running fine.

I'm happy it worked, the problem might be that the game can't properly utilize more than 4 cores, so its struggling if you use 8/16 and so on.

Win 10 Home, same OS like my gf, sitting beside me. She can play without any problems.

What happens if you switch computers, you log to your profile on her computer and the other way around? You got same hardware?

Yeah, what i was thinking as well, so safe to follow this method untill they patch it. I haven't tried the Normal priority option yet, i'll try it later on and post the results here, as of now though, for the past half hour or so ran on max settings with only a couple of instances of microstutter, but i'm still pleased. I hope this method helps others as well!

Try doing a clean Steam installation, move if possible all the games before removing steam, then install it in a new location and move back the games in the folder (hopefully moving the games won't take THAT much time). Also check Steam settings, there might be something that is running while you're online. Drivers updated? CPU on 0-5% in idle?

Yes and yes (your questions). But reinstalling Steam... i really dont know if i wanna do this just as a try to run a single game...

got it working pretty well now. I put everything on medium turned off vsync put fps to 58 and runs just like BO2 for me. hope this helps. It solved the biggest problem for me which was laggy mouse input .
