the default push to talk key is B on a keyboard, you can change it in options > controls. you cant change it for controllers though, so what I would recommend is downloading a program like XPadder that lets you bind keyboard and mouse input to controllers, and binding your select button to b. itll bring up the list of players when you talk, hopefully that doesnt get in the way, but its the best solution i can think of.
though I'm sure you figured this out years ago, someone reading this might be helped by it som I'm leaving it here.
