'en_code_pre_gfx' error

I downloaded Black ops II on steam twice and i'm keep getting this "could not find 'en_code_pre_gfx' " and " missing default_bindings.cfg " error ( https://goo.gl/dBQhTj )
how do i fix it?

[edit] the missing file is actually 'en_coRe_pre_gfx'

Verify the Local game cache. Standard Steam procedure when you have a corrupt copy of a game.

Yeah... I already did that...I even paste some fake "en_code_pre_gfx" file and then verified the game, but still didn't worked...

I notice that the "Players" folder is completely empty as well. i installed the en_core files and now i get either an windowed black screen or just a crash

Your install is corrupt. Post in the Steam Support forum. This is a Steam problem; not a game problem.

It seems like lots of people are getting this en_core_pre_gfx error.

It seem like i'm not the only one with that issue on the steam download.

You can try to use an friend account to download it. i don't have any friend with the game to test it, but i heard that it works.
You might as well contact the steam support to see if they can help us out :S
