Pre-Load.
Hello everyone :), I installed 47Gb. And when it says whats installed its just the digital personalization pack. So has the game even installed?

Perhaps the game hasn't actually installed it yet, but just downloaded it? I dunno how Steam does these things.

game needs to be unpacked during installation.

exact same thing happening to me, i dont now if it has to do with the date (its 5th of november here)
do you guys now why is this happening or how to solve it?

Pre-load is not pre-install. They do this to same some time. You now have all of the files, encrypted and compressed, on your PC. Shortly before activation time, it will begin unpacking and pre-allocating space for all of the files, and then installing them.

Be patient.
