Cant download Black Ops 3

A friends of mine gave me black ops 3 as a gift on steam and now that I want to download it a message pops up telling that the product is only valid in a certain region and that I cant play the game. Im from Mexico and hes from Peru, I dont know if there is a problem with that or did he wasted his money for nothing?

There are simply different "price regions" for games so Valve implemented this lock.
